planning a build, need advice.

I am moving soon and will have a new job that actually pays well, and am planning a new build.

I want to build a rack mounted server. I want it to have the following.

1. A Plex server.

2. A dedicated playon unit.

3. A storage server.

4. Arack-mounted gaming rig

I am fine with each system having its own 4 u case, but im wondering if 1 computer in a 4u rack chassis could handle running plex and playon at the same time. also could i do this in a 4u chassis that is built for storage with the hot swap bays on the front. If so i could shrink it down to 2 4u cases.

so I guess my real question is can a 4u case likr this one (https://www.newegg.com/Product/Product.aspx?Item=N82E16811165776) be built in such a way as to handle running a plex server and a playone streaming recorder Plus manage the storage of all the files at the same time.

Obviously im a noob so im not sure of how to even phrase the question.
