oc not working

I have a 6850k ga-x99-ultra gaming, 16 of ram, win 10. i have been able to overclock to 4ghz in the past but set it back to stock settings which is 3.6. Now i want to overclock again so i set the multiplier to 40 in the bios, but when i go to check the speed underload it says 3.8ghz. I have checked cpu z and it says the multiplier is 38 and running at 3.8 ghz but when i go to the bios is says its running at 4ghz. All the power settings in windows are set to high performance and 100%. I have tried to delete the gigabyte app recently but maybe i didnt delete all the files and not sure how to make sure all the files are deleted. Or maybe its has nothing to do with the gigabyte app??.. Any ideas?

What did you change when the overclock was working properly ?

 I think it was just just the multiplier, this was a couple of months ago.
