Noise coming from a computer

Strange noise is coming from a computer, i don't know if it's fan or psu fan. but looks like it's coming from stock intel cooler. 

 

I will include audio file, you can hear it and how it sounds.

 

if this is bad sign or it's normal. do i need to upgrade my cpu cooler?

@H4Xs1ck use your finger to stop the CPU fan for few seconds. If the sound goes away you know that is the problem.

Sounds like a bearing in one of your fans. You can grease up the bearing (I use WD-40 even though people say not to) and it should clear that up. You can also replace just the fan, no need to replace the heatsink.

I think, i fixed it by pushing forward and backward, it's quiet for now. if it does again then it's problem with the fan.
