PC acting really weird

try to use DDU on your gpu drivers and reinstall it again. 

 

also try checking cpu thermals. 

 

does the turbo boost enabled in the bios? 

PC Specs:

Windows 10 64 bit

System Manufacturer Gigabyte Technology Co., Ltd

MB:GA-970A-DS3P (rev.2)

CPU: FX-8350 (stock)

GPU: GTX 680 2 gig

PSU: 750W +80 bronze (unsure of who made it)

RAM:12gig

A day ago my PC (not a laptop) out of no were started spiking 100% CPU Usage I was not sure what was going on I tried a virus scan looked up a few solutions and nothing seemed to work.
So I have decided to use the Windows 10 Recovery tool to reset it to factory settings and to wipe most files and just to keep my personal files.After I let it run its thing I went ahead and reinstalled

my GPU drivers without looking if it would mess with the old ones. I went to test it out and see if it would spike again  to 100% like it did when I just had firefox or discord open It was acting fine. Booted up a 
game and I have noticed massive FPS drops and stutters best example I can give Overwatch went from always being at 70 FPS to going anywere from 15 to 40 FPS at max. I have no idea how to fix
this any and all help is welcome if anyone needs more info just leave me a comment and I will get back to you ASAP. (This PC I built about 2 years ago)

I will try to DDU my drivers now, CPU termals are fine around ~40C I have a water cooler on it so heat on it is never a problem but I did look to rule that out of the problems.
As far as I know Turbo boost was disabled from day one I have the PC in the bios
