That is not good.  The CPU and motherboard can't read each other.  Either the CPU is bunk or the motherboard is botched.

I cant say for sure if you have what i just went through but i tried the whole 1 stick of ram test and even went as far as to buy another different brand motherboard and they both still said 00  .  It turned out to be a bad cpu that just up and died a few months after buying. Unfortunately without another mobo and cpu this is impossible tell whats bad. First try the ram test 1 stick at a time and in different slots but without a gpu in and not being ram and still getting 00 its probably cpu or mobo.

Yes like I said earlier the 00 code means dead cpu.

From what i was told from asrock team it means no response from the cpu which could also mean defective cpu,psu or mobo , but i agree i think its probably cpu.
