Can't open Windows System apps, and .NET Framework errors

I just got a new pc, I downloaded steam I tried playing a game and got the .NET Framework error. So i tried updating Windows didn't work. I noticed that the Windows System apps didn't have icons of them tried going to command prompt and control panel and it wouldn't let me.
