I am running an MSI Z390 Gaming edge AC with a 9700k cooled by a 240 clc. 16gb of of ram at 3800MHz and an RM850x PSU. I have plenty of thermal head room with a stable clock of 5GHz at an average package temp at 75c on the CPU and 67c on the board under stress, so plenty of thermal head room. I am pushing 1.360v which I feel is pretty high to achieve 5GHz. My issue is that I feel I should be able to push to 5.1 or 5.2GHz but I can't get it to pass a benchmark. Is the power management of my motherboard the issue at this point? 

 

Any helpful advice would be great, thanks.

You might do better to describe your BIOS settings and those who know may be able to offer device.
