Is this a Firefox bug?

Here the "Data" section is invisible in the Clear Recent History window.

And here it is visible.

It happens when you open Firefox for the first time after turning your computer on.

Hit "Clear Recent History" and then you see picture 1.  Close the window, click "Clear Recent History" again and then you see picture 2, where you can also clear Data.

No add-on.  Just regular Firefox after using it for the first after turning your computer on.  No add-one used.
