You really need to list what you're doing. That means games you want to play, resolution you want to play at. Things like that. The only thing I can really say without information, is that you should buy a better PSU with 650W, and why the hell are you getting a 2080 for 1080p?.

NH-D15 is a good cooler and will allow him to oc really well plus its gonna be really quiet, id go with that, hes not doing a budget build.

I guess I hear people suggest a 650w more times with an 8700k. I trust you on the choice, though. Just curious.

there's nothing wrong with a higher quality psu. 650 watt wouldn't be a bad idea, but 550 is enough, that's it

Why would you buy a 1080p monitor with a 2080? That's a very overkill GPU for 1080p
