This is a Geforce 8800GTS and it looks "legit" but im not one to know this greatly. I kinda want to make a early 2000s gaming PC and this would be a good place to start.

It looks legit. They all seem to be going for a similar price, that one just has almost $8USD shipping where others are ~$23 or so with free shipping.

You really gotta get over your eBay fear.  eBay protects the buyer.

And apply common sense when doing any shopping.  If it looks to good to be true then it probably is.  That item, however, doesn't look suspicious.  Why would anyone fake an old video card?

I got a question. Is two Asus 1070 cards and r7 2700x a good match? Or will it bottleneck too much ?

it would be fine but if you upgrade, your GPU is next. In fact, I would get 1 1070 and save for a upgrade.
