I'm planning to get a new CPU(motherboard, cooler, ram) as my i5 4690 isn't able to keep up too well anymore. I'm planning to get these components however I'm not too sure if how everything would work together and I'm needing a second opinion

Yeah I currently will just be reusing the stuff in my current system

PSU - EVGA Supernova 650G

Nzxt S340

R9 380 (will be buying a 1080 as its all I need)

etc.

That psu is good, so all those components will work with your PC. But why not i7 8700k or i7 9700k instead of the i5?

really just price currently + that i5 would be perfect for what games I play

That is also a good option, if you do something productive with the pc too. But if you want to go ryzen route wait for the summer, as ryzen 3000 series will launch, and it should bring big performance improvements.
