Laptop USB error

Hi, I'm from the Caribbean. I recently acquired a Dell inspiron 5558 signature edition laptop from a friend, it had alot of issues... I changed the screen, I factory reset windows 10.

But my last issue is that none of the USB ports work. (This problem existed before the reset.) None of the YouTube methods work. Can you guys assist me.
I was thinking of getting rid of the optical drive and creating/ adapting a usb hub to the optical drive slot.... Is that possible,? Can you help...

Is there any noticeable damage/corrosion to the USB ports? Can you still charge something over USB?

 

Also as far as I can see, you can't put a USB hub in the optical drive hub because USB over SATA isn't a thing.
