Help with CCTV

So I do security and been having an issue with the computer. I’m thinking it’s the hardware on the system along with the demand for what is needed that’s causing these issues (lag, pixelation, and the computer freezing up in general). The system currently runs an intel Xeon e5 1620 v3 with 32gb of ram with no dedicated gpu. Sounds like a pretty decent system however we monitor nearly 130 hd cameras with about 7 other programs running for the company’s internal network. For some reason I feel that an amd ryzen 7 2700x would be better then the current Xeon chip or even an i7. So what would be the ideal system to allow me to do my job properly?
