How can I increase my ping from 60-100 to 20-40 and my router is connected to a pc

Depends what you're pinging? Often your own side of the network will have little to no impact on ping to an external server or other device.

Where are you doing a ping test to, that you are getting that result? 

You can't reduce your ping to your ISP generally (other than fixing any latency within your house, and using the lowest latency type connection e.g Fiber. To some further locations it depends on your ISP's routing, sometimes using a VPN provider can give a more direct path to where you're trying to reach.

Try pinging your router and let us know what is says for that? The time it says there you might be able to improve, the other time you can probably only improve by moving or getting a ISP with better equipment
