i'm not getting Wine 4.0

It's not the same arch repo, I think you should wait a bit until it gets to manjaro

i have wine staging installed on Manjaro, but it's still on rc5. i've tried runnign updates a few times but i'm not getting the stable release of it. according to the Arch wiki i should be able to get it.

It basically grabs the arch packages mostly, but the archlinux changes are not real time applied to the manjaro repo

it's a bit more stable than arch since they wait some time before doing upgrades
