okay the 120$ isn't a lot to me.. but if it not going to be used, then I could go with the lesser. If it will be used then ill get it.

Then yeah get it, it's literally the best CPU and will last you many years without needing an upgrade.

16 threads is good for when there are games that use 8+ and you also have other programs running on your PC like chrome and discord and whatever.

Then you will benefit from having 16 threads instead of 8 on the 9700k.

since you have no other options mentoned (amd?) and you dont have any current  plan to utilize the diff, get a 9900k then

i would say yes it's worth it if you want to use x264 encoding, but then again if you have a RTX GPU i would consider using the new NVENC encoder over x264, NVENC has made very good improvements.
