ok so ive got a really annoying issue here where the 2 right usb 3 ports on the front arent working properly, the 2 usb 3 headers are connected and secured from what i can tell.

My case is the Cooler Master Cosmos c700p which has 4x usb 3 ports on the front io and a usb c, the 2 left ones work fine as of now but the 2 right ones do not work exactly as its suppose to be and will cause problems to all 4 usb ports if i plug something into one of the 2 right side ports. ive had a really annoying issue where ive had to restart my pc because i plugged my hdd dock into the right usb 3 port and not connection sounds or anything happens, when i take it out and stick the dock into the left port, the same thing will happen. when i restart the pc and then plug the dock into the left side first, itll work perfectly fine but if i remove it and plug it back into the right, no connection again and then itll affect the connection to the left port as well. even my ipod suffers really instable connections on the right ports, itll keep pinging that its charging and not charging but the left 2 ports work fine. would this be a warranty thing as they are not working as intended and these issues are on going since ive moved my build into this case. i dont have a spare to use anymore so itll affect work as i work from home.

any suggesstions?

This shouldn't affect what you're talking about but maybe also try the Ryzen balanced power plan.  There's also the possibility you just have some crap traces or headers on your mainboard.

Im using an intel chip

Specs

I9 9900k

32gb gskillz ripjaw v 3200mhz

Asus maximus xi extreme

Ah sorry, there I go assuming again.  Try reinstalling the Intel chipset drivers (the latest ones from Intel directly), reboot, and test.  If a different chipset controls the USB ports, try finding an updated driver for those or reinstalling them.  Check the motherboard manual and see if there's anything particular about the USB header that set of ports is connected to (like you have options to change modes, or they might be affected by a different piece of hardware being activated, etc.
