nvidia control panel is broken..

i have a gtx 1050 ti and a windows 8.1 machine

so ive tried everything i could. ive tried reinstalling the drivers and i tried rollback but it just Doesnt work...

the last try was reinstall of the whole thing. it uninstalled and after restart reappeared again with the 417.35 drivers

i installed the latest 417.71 and after restarting again it gives me this when i try to open it

i use all the supported drivers and tried gforce experience
