Stuttering

I have 2 monitors connected to my RTX 2080 and whenever I open certain apps (like spotify) on my Acer Predator monitor my mouse starts stuttering around the screen but if I move my mouse over to my other monitor it runs just fine and the cursor is smooth.  It just started happening recently and I noticed in games like BF5 that I get some major stuttering when trying to move my mouse off the screen (I play in border less windowed mode) or when I hit Q to bring up the communications menu.  Neither of these were happening before and only seem to be happening on the one monitor and not the other.

i5 8600k

MSI RTX 2080

Asus z370 Strix MB

EVGA 750w PSU

32GB Corsair Vengence
