no im not talking abt some jank sceen i asked myself if i have a panel (a good one but not built for gaming) could i buy/get a controllerboard that can handle higher refreshrates/freesync/gsync yes or no?

There used to be a GSync upgrade kit, but as far as I know everything is built in nowadays. I'm not sure if 60 Hz panels are limited inherently by the panel or mainly by the controller, but it would basically be a no as well. You can try to overclock the monitor, but that's very hit or miss.
