I get constant packet loss and it's not small its actually pretty big its gotten to the point where I sometimes have to refresh Netflix or twitch over a dozen times an hour just so it could load what im trying to watch. I have 100 down and 10 up with about 10 ping usually which is actually pretty damn good also I'm hooked up with an ethernet cable. But when I actually start streaming or playing games my internet starts going crazy sometimes I get a constant 10-20% packet loss on my pc and Xbox when playing games its unbearable to even try playing at that point. Its been going on for about a month never thought much about it until I realized it would never go away so I got a new router/modem.. Still had packet loss.. Then some isp techician came out and checked it out and said he saw lower than 1% packet loss.. I then ping test my computer on cmnd prompt get an easy 12% in packet loss so he either got lucky or just giving me a bunch of BS... They said they are going to come and replace all the cables and see if that fixes it which I doubt it will even they said it most likely isnt the issue. Then they try telling me to have my pc hooked up with an ethernet cable which it is and they saw it... So is there anything anybody that might know what to do that might fix the problem? Ive tried using a vpn it goes down but stays around 5-10% which is still rough and im positive my hardware is up to date. Anything will be helpful thxs :)

This is (I hate to say it) most likely an ISP issue. I had something similar a few months back with mine - I use a WISP due to where I live and even with perfect weather I was seeing considerable packet loss. It took forever to actually get them to realise it was their issue, not mine. To be fair, once I showed them that I wasn't a dumbass and had set my connection up properly, and once they verified that by sending out several techs to poke around my house to conclude (funnily enough) that yes, I did know what I was doing and I had no issue on my side, they did fix the issue within a week.

Without knowing your exact situation, I would definitely place my bets on it being them that is causing this. It could be external (like outside interference) but from what I know it's unlikely. Personally if they refuse to realise the issue, I would (if it is at all possible) change ISP's. No point being on someone with shoddy customer service

Connect a laptop or some device directly to your internet modem and do a ping test from there. If you still see packet loss,

try different ethernet cables. See if that solves the problem. if not,

Replace all coax cables with the proper cables (RG6 vs RG59 for the appropriate connections)  See if that solves the problem. if not, this is most likely your ISPs problem. They should attempt to replace the modem and test from the new one.

Fine you want the PSU tier list? Have the PSU tier list: https://linustechtips.com/main/topic/1116640-psu-tier-list-40-rev-103/

I dont have a laptop but I have a xbox next to the modem wired up and it gets packet loss as well and the technicians said they will "come" by later to replace all the coax cables but never gave us a date when lol

If you have a modem/router combo then your xbox isn't connected directly to the internet. If you have a separate modem and router, then connect the Xbox directly to the modem to test.
