1080ti stuttering

So I have a problem with my 1080ti stuttering in 3dMark and in games textures switching between being good and muddy. I have deleted the drivers and reinstalled them. Also I have reinstalled windows. When I try to boot with my monitor connected to display port the computer doesn't boot at all and the vga light on my motherboard is on. So am I dealing with faulty hardware here? Sorry for my english. I am too furious to check my grammar

How much RAM do yo have? I've heard that running relatively low amounts of memory with a GPU that has a relatively high amount can cause issues like this.

The card is misbehaving, try it in a different PC and a different card in the same PC.

Also, check the temperatures and the dirt on the card.

I have cleaned my pc a couple of times and currently there is close to 0 dust on the card. Also my temps are fine. Both gpu (with my fan curve) stays under 70°C and cpu under 60°C. So that shouldn't be the issue.

And I am planing on trying it in my friends computer.
