Weird Windows bug/glitch?

So everytime that there is an update for windows I start to notice some bugs in windows, like the start menu will not respond when I click the windows button. This only happens when there is an update that is waiting for my pc to restart.

It is quite odd and hard to explain.

Ubuntu 24.04 on Ryzen 5 5600x and GTX 1070

Mint 22 on Razer Blade i7-11800h and RTX 3070

Watch your hard drive light, if it's on, then the system is busy doing things. Have some patience

I saw something similar, but on older win10 version, before 1803. RMB working, but left mouse button not. After update and restart everything was fine. I suspect that update may be somehow related to this part of Windows. Or related to gpu (I saw this only on computer with internal gpu).
