I have a ryzen 5 2600. Will overclocking ram from 2666mhz to 3000mhz make a noticable difference? Or would it be better to just buy higher clocked ram to begin with?

Generally, it's better to buy the higher clocked RAM, as it has the profiles already there, and you know the ICs will work at that speed.

Next, noticeable difference in what programs?

I was thinking games and mainly those that use a large amount of ram

The higher speed is Max Bandwidth, and you'll not be doing anything on a 6c CPU to max that out.

The better speed comes with better sub-timings and reduced wait periods. 3200 is 20% higher clock cycles per second than 2666. Faster is generally better, but lower latency is best. (At least until you high the memory bandwidth limit, but you aren't going to be pushing that.)
