So i have the msi afterburner and i have the monitor and to cpu usage 1 and gpu usage is set so i can monitor while gaming. When im playing witcher 3 it says my cpu is 50% and my gpu is 99-100% which is good. But when i open the task manager it says my cpu is only at 18%? huh? and it doesnt show me the usage for gpu.  is taskmanager not accurate for monitoring like that?

If you play in fullscreen mode, the game minimizes and is no longer rendered. That is likely what is happening.

No like i tab out when the game is still running in the background.

As Cereal5 mentioned, the game isn't being rendered when you tab out. Even if you play in borderless windowed.

When I play Overwatch, for example, task manager gives me about 30% CPU usage but, when I tab out it drops to 10%.

The % should drop but not as drastically

Does the game run smooth if yes then everything is good and thre's nothing to worry about

The game is running smooth. But

pubg sometimes drops in fps when i drop and when im running to the city area. Do u think because i have an ultrawide monitor?

And like tombraider drops fps like crazy too. I guess tombraider is a hardcore when it comes to graphics?

Depends on your hardware but, it's probably the GPU. That's a question for another topic though.
