Assuming two kits, both 3200MHz, and that they both run at rated speed stable, how noticeable would the performance deficit between a kit with 16-18-18-38 timings be compared to a better kit with 14-14-14-34 be and in which applications such as blender workloads, gaming, compiling etc. Would I be correct in thinking the difference is nowhere near justifiable for strictly hobby use (non critical nor work related) when the price difference between both kits is ~$200US?

There's practically no difference between those 2 besides the price. The slower kit (the one with higher timing numbers) will probably be a few seconds behind the faster one in terms of rendering, compiling, etc. For gaming, the FPS difference is likely going to be unnoticeable. You can also try overclocking the slower ram with faster timings yourself if you really need to.

I'd pay an extra $30 for it at most. There's probably more differences than you realize. Either the expensive one has more features (like ECC) or it's from a seller that hasn't updated its prices in a long time.
