Desprate help needed

Right now i am in a situation where i am trying to play certain games i already have and i need to once again play. i have always have the optiplex 980 from dell with 8 gb of DDR3 ram, a i3 550, and a nice 500gb HHD. it is however in a dell SFF case and i have no option to build or buy some crazy insane build because of the budget. The $130 USD budget is current hard as diamond. I have to use sites such as Ebay, amazon and newegg. trustworthy ones like those. The first link is the tech guide i found for my PC, the second is a case i was told to try, third is the GPU i was told to try(i was also told to try a GT1030), and last is a pic of my motherboard. I am trying to play the game in VGA or HDMI. the games im going to play are Battlefield 4, Battlefield one, Battlefield3, Rainbow 6 Siege, BeamNG.Drive, and some Need for Speed stuff like most wanted and hot pursuit. I am going for minimal setting and 60 fps on the most intensive game here. my TV and the VGA monitor are low res and seem to not go over 1366x768 and im currently fine with this. I need any help i can really get right now.

I doubt those games will be very playable on an i3 550.

 

Anyway, I'd go for a 1050 Ti rather than a 1030. The 1050 Ti has much better performance.

im using a 255 watt psu and i am not going for super frames. i was getting 20-30 fps on bf4 and 3 before my Geforce GT220 died on me

To be honest with you, I think your best all around options would be 

#1 Getting a new Amd APU and motherboard

#2 Getting a new CPU from the chipset your current motherboard supports then throwing a 750Ti or GT1030 in there.

1 would kill me playing any of the games i been waiting a long time to and i dont know where to get thermal paste

You can get thermal paste on Amazon, also APU's aren't as bad as ya think. Older AMD APU's actually run  Battlefield at over 60 FPS, especially at a low res like the one you described.

Are we talking 130$ for the whole build or 130$ for an upgrade?

Saving up is what you need. Build a budget of like $450 and you'll be able to get a used gaming PC off your local market.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

by the time i do that most or all of what i want to play will have died and i working and not have time probably.

APU's are, generally, CPU's with special cores set aside for graphics processing. They're lower end chips that allow you to run more graphically intensive workloads without a dedicated GPU. I believe I found a machine for you and a graphics card under 130 USD
