Random black screen flickering

I recently splurged and bought a Asus Strix RTX 2080 OC for myself for Christmas.  This card replaced a Strix 1070 I've had since launch.  However, I've had random flickering ever since I made the upgrade.  They usually are about 1 second in length, and repeat every 5 minutes or so.  I did a little research, and I have done everything that I have seen.  This include to make sure to use DDU to uninstall the old drivers, I went back a few drivers to see if it was an issue with the newest (I think I installed 416.94), I tried changing my refresh rate on my monitor (my monitor is a Pixio PX227 144htz 1440p monitor).  I've noticed that when I play games on my PS4 that are connected to the same monitor, I do not get the flickering.  I think I have narrowed it down to a DP cable, or a problem with windows.  I really don't want to spend the time and reset windows, so I hope it is just a cheap run to Microcenter.

Any help would be appreciated.
