Unreal engine 4 lagging everytime.

Just installed unreal engine 4 and it's lagging everytime, i shouldn't call this lag, its like if i click on something it respond after 4/5sec. That's not all of it. Even at first, if i click somewhere it works after 4/5sec later and on the option key, it doesn't work, just a small black screen appears, 

What is causing this problem? 

My spec 

I5 6400

16gb of ram

Rx 590 8gb 

I'm using the latest versions of amd driver (optional one) 

And windows 10 the oldest version 

Something from 2015/2016 maybe.

Can windows cause this problem? Or my gpu driver? 

At first i though i cpu cant handle UE4

But one of my friend using smoothly with the same cpu and gtx 1060 3gb 8gb of ram.

I uploaded 2 photos so you guys can understand what kind of black bar im talking about, it happens when i click on something which contain some options, like file, edit etc. 

And if i click on something that doesn't contain any options then It'll work after 4/5/6 sec later,

Update windows. Unreal is super demanding & required all bunch of softwares to be current. It’s one of the reasons I don’t use it & hate it.

Which one you like the most? Unity? today i installed it and it's working smoothly 

and here's the video that i recorded 

watch this, see if you can understand what is causing this, 

and i'll update my windows tomorrow

I use unity because I know it. Otherwise I’d like to use leadwerks, source, cry or make my own.
