PC not performing correctly.

My CPU is an i3-7100 clocked at 3.9 by while playing just cause 3, the game stutters. At first I thought my CPU was not strong enough but I looked at it in task manager in it is not going past 3.82.

Other specs are -

1050 3Gb

Asus h100m-r?

Seagate baracuda 1tb

Corsair vs350?

Yeah multi core turbo is not 3.9, that's single core. Your the 800MHz difference would not be saving you if the CPU needed more horsepower. I3 turbo is weird though

Yeah. There is a 3GB version. Which is odd.

Temperatures could be a potential problem. I’d recommend downloading core temp, this will allow you to monitor your temperature to make sure you are not thermal throttling which could be a contributor to the instability issue.

I know that its not thermal throttling.

The 3.9 is the CPU base clock

base bus speed is 100, but fluctuates between 98 (3.822) and 100.1 (3.904)

and thats all it has no boost/turbo just locked 3.9 2c/4t.
