Why do my CPU and GPU usage increase with new upgrades?

I just upgraded the case, motherboard & PSU of my Dell XPS 8700 system and for some reason the CPU usage goes up to 33% when watching YouTube with temps around 50-60C. I did not change the stock cooler nor applied extra thermal paste so that may be the issue. The only thing that I don't understand is the temps and usage of my GPU, upon opening up Paladins my GPU usage goes to 100%, and this isn't even in game. Temps go to 90C and this is very unusual since I did nothing that could alter the performance I had literally earlier today, also I'm quite sure that the airflow isn't an issue since the original XPS 8700 case does a terrible job at it anyway. Any help would be greatly appreciated, I'm really not sure what to do about this.

Vivo Micro ATX Case "Smart"

Asus q87m-e motherboard

1 + 2tb 7200 rpm HDD

Does this affect performance, and was it better before?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

I am getting some overheating issues where programs would just crash. I would say my that my pc preformed better before the upgrades.

Did you uninstall old drivers to make room for your new stuff? Also, what did you upgrade from?

I upgraded from the dell xps 8700 case, 460 PSU and dell motherboard. As far as drivers go I've only updated the motherboards bios, I didn't think anything else was necessary.

What is the fan configuration on your new case compared to the old one? Also, is the PSU breathing its own air or is it sharing with the rest of the PC?

Old PC had only had a 80mm rear fan. New pc has a 120mm rear fan, top fan and 2 front fans. The PSU is faced down blowing into a filter on the case.

Just noticed, that probably means bad CPU thermal paste coverage, if you didn't wipe it clean with rubbing alcohol and then repaste it.
