Yes, all AMD cards will support Free Sync

 

In that price range, you could get a good RX580.  Be patient and wait for a good deal on one with decent cooling.  Typically, people don't like the MSI Armour 580, I've never used one myself but from what I gather it's pretty noisy and the fans don't work very well.  Stay away from that one, and a founders edition style, and you should be good to go. 

 

I'm actually seeing that the Sapphire Nitro RX580 is on sale at Newegg right now for $190.  That's by far the best option in my opinion.
