Screen Flickering Issues

This issue appears to happen when something changes on screen like when opening a menu or selecting something, but only sometimes? It can only be fixed my restarting the whole pc. In the video I an opening a menu, but this flicker happens consistently when opening and selecting things in game as well.

Okay so I just experienced this with YouTube as well so this inst a game problem.
