Not unless it's somewhere stated otherwise. So maybe Windows app store or PC version of Xbox store. But Steam isn't Microsoft thing.

can i somehow use my xbox giftcard for things like steam games or other stuff not xbox related?

Sell it for 80-90% of the value of the gift card and then get what you want (or try trading it for another gift card of the same value).
