CPU Usage Help

So, I use my PC mainly for Streaming and Gaming, I recently updated to Ryzen, 

 

ASUS CROSSHAIR VII HERO X470

CPU RYZEN 2700X

16GB DDR4 @ 3000HZ

 

Since I updated my system, I've been able to stream games like Fortnite, at 1080p 60Fps on the Medium Preset.

 

As of Last week I've been unable to do so, I am not sure what is causing the problem, task manager shows CPU usage near 100% when streaming, when previously it wouldn't go past 60%.

 

I am currently at a loss and actively seeking for help.

what does task manager say is using it?

OBS And my Game, but that wasnt the case a week, I have the same settings, same obs presets, its just now suffenly choppy and I lose frames all around

Shows obs jumping between 30 to 70% usage depending ont he movement on my game, the thing is that I've used these presets before, and I never had a problem until just recently, I already did a fresh install of all my drivers and windows and the problem continues, CPU temps are also normal, between 46 and 50 degrees while both gaming and streaming
