They're faster but if you're doing VMs and a lot of multicore heavy stuff you probably wouldn't notice the difference. People just tend to prefer the X5675 and X5690 for overclocking because they're usually better binned, and a dual CPU mobo that can OC is incredibly expensive, it would probably run you $400+ unless you snag a deal. So dual X5650s and a buttload of dirt cheap ECC server DDR3 should serve you well. Throw any random GPU that works with your OS in there as a display out, add storage, PSU, and a case and you should be good to go.
