So I just in the last couple days started getting screen flicker in full screen streaming specifically Netflix I am running a Gigabyte Geforce GTX 1060 connected via HDMI to a 32 inch TV I use this set up due to my eyesight I know a computer monitor is better but this works for me.  Any ideas on a fix for this I am running Windows 10.

Did this happen after a driver update or just randomly? If it happened after a driver update, you need to roll back the driver to whatever you were using before, otherwise double check all your settings and make sure nothing got tweaked after a windows update (the nefarious bastards)
