Ethernet Issue

My friend wanted to build a computer and when we were done we tried using Ethernet and I did a speed test and it didn't perform as well as I would hope. I am suppose to get around 100-150mbs but was only getting 20.  I even went and plug my computer and it was fine but on the new computer it was low. I updated the Bios and all other drivers but still wasn't reaching the download speed. If anyone has any suggestion it would be appreciated

R7 360

16 GB Ram 

Asus Maximus XI z390 Wifi

I am not really sure what to do, he normally gets 80 with Ethernet before upgrading but for some reason it inst working on his new PC..
