How do I get it to run at the rates 3200? I even tried setting the timing and frequency myself but it did the same thing

he paid for XMP, it should atleast run a little better then stock, even if the cpu unstable at the full 3200

I will try when I get home from work later. So memory doesnt always go as high as advertised or could it be something else limiting it?

oh it's for sure not the memory itself, it's the cpu/chipset/imcthat's no keping up.
