FPS Drops all games

Im having FPS Drops in ALL games. Never had this issue before and i used to be able to play even demanding games with a stable but lower fps. Temps are good. Windows has been reinstalled several times. All drivers are up to date. No viruses at all.

What can i do?! Throw the piece of **** away and buy a new one :D? Should i try going back to WIN7? I feel like i have done everything. What do you think?

I also have some screens of cpu and gpu usage in the middle of a FPS Drop while playing. Note that these screens are when im standing still and not doing anything in the game (GTA V but it's the same in all games)
