Gigabyte Motherboard Power Loop Issue

My friend just recently gave me a motherboard that he had replaced. He told me that when you turned it on, it would power on for 2 seconds, then turn off for 2 seconds, and then power back on again for 2 seconds. Then rinse and repeat.

 

I recently powered on the board yesterday and can confirm that it is doing this. The motherboard is a GA-Z87-D3HP that has a DualBios. Here are the following things I have tried and keep in mind the motherboard is not inside a case since I don't have another case:

  1. Changed to 2 different types of DDR3 RAM (no change still power looping)

  2. Changed to 2 different types of DDR3 RAM (no change still power looping)

  3. No RAM installed (no change still power looping)

  4. Changed CMOS battery (no change still power looping)

  5. Cleared CMOS (no change still power looping)

  6. Used PCIE graphics card (no change still power looping)

  7. Changed location of PCIE graphics card (no change still power looping)

  8. Used integrated graphics (no change still power looping)

I'm all out of ideas. Any suggestions would be greatly appreciated. Thanks.
