NEW i9 BUILD DOA?

Intel i9-9900k PROCESSOR

Asus Strix Z390-E MOBO

GSkill DDR4 16gbx2 RAM

EVGA Supernova 850 Power Supply

 

After plugging everything in I power on the machine and it power cycles. 1 second on and 2 seconds off and repeats this until I turn off power manually. HOWEVER! If I unplug the 8 pin for the CPU it powers on fine. Note that this is with OR without the CPU plugged in.

 

I have tested power supply on another machine and it works fine. I am unable to test the RAM or CPU due to not having more hardware to do so.

 

Am I looking at a dead MOBO? Seems that way to me.
