Clr error when opening apps.

I kept getting this msg error (clr error: 80004005 this programe will now terminate) when I wanna open or download files. Probably has to do with my C:Drive: windows. 

After some research it says that I have Microsoft .netframework error, And that Im missing a file name (netfx_full_x64.msi). I tried to re-download framework 4.7.2 from Microsoft official web but was unable to proceed bcoz of the missing file netfx_full_x64.msi. 

 

Do Any kind souls know how to fix this issue? I'm afraid that if I were to uninstall and reinstall Microsoft framework, my OS will simply stop functioning. Or even more programmes will be corrupted. (as the software warned me about these possible malfunctions)
