Case - Motherboard Screws

I don't know how to explain myself.

 

You place the first set of screws into the case depending on the motherboard form factor, then you place the motherboard, then you put the second set of screws to hold the motherboard in the case, right?

 

Ok, my question is:

 

Does the first set of screws needs to be all the way in?

 

Because it becomes "tough" half way in, so if I screw them all the way it may be really difficult to take them off if I ever need to do so.
