youtube loading issues? possible throttling?

so my problem is my internet speed has been the same for months.. yet the past week youtube videos are getting slower and slower to load. if i watch the video though a proxy it loads at the highest quality in seconds. i have tried disabling dash, resetting router/modem, changing the router DNS to google public DNS with no luck. any ideas or is youtube just being bad this week?

It's been doing that a LOT lately, just let it load a bit then play. It should continue loading normally, well atleast for me.

worked great but would really like to know the problem causing this. if you got an idea im all ears.... eyes? also thank you for recommending that plugin.
