If you mean should the heat sink push or pull air through, it should push simply put in front of the heat sink.

I would always use at least a push fan, I added one pulling air as well simply to keep it extra chilly as I prefer that.

Of course if your airflow is the opposite from the usual front -> back you'd have to follow that I hope that makes sense.

Most fans have an arrow that indicates airflow direction, it should face the heatsink unless you are using two fans as stated above ^
