High GPU usage and stuttering

recently my pc has strated stuttering while watching media, what i have noticed is that GPU usage rises to 50-100% when there is stuttering video decode rises to about 25%.
1080ti
Ryzen 5 2600X
16GB 2x8GB Vengeance LPX 2400Mhz
850 evo
evga 750 G3
asus strix soar (soundcard)

is it just while watching any form of media?

have you tried reinstalling bios?

it also does it on the desktop and in games and while opening apps

try a different cable, it may be that the cable somehow got damaged, and the GPU can't send a signal to the monitor. if not, it may be a bad monitor or a bad gpu.

yes and the issue still occured

forgot to mention the motherboard MSI Krait gaming B350

try downloading afterburner and monitor the gpu temps see if it is hitting high ones

also check if you have malware running on your pc

Just tryed DP (orignally HDMI) still stuttering also tryed another monitor

have a kraken g12 installed on it and temps never go above 30 at idle

ok so, that means it may be the GPU itself... do you have a second GPU that you could try? even a prehistoric GPU would work.

Idle doesn't matter. You need to know what the temps are under load.

as @Brooksie359 just said, idle doesnt matter, because it could be that the cooler or something is loose and heat skyrockets, causing other stuff to go wonky.

i have a A8-9600 that i used to update my bios, but the other day it wouldnt post. guess ill try that

ok so i have booted with the A8 and... no stuttering so its my CPU or GPU, i did have my 1080ti in my old X99 System (before i sold it) and it was working fine.

edit: while put gpu back in  with the A8 stuttering gone geuss im gonna have to RMA the CPU
