Export a wordpress website to an offline site?

Is there a way to export an entire wordpress website as it is right now to another place such as github or something? Like with keeping the format and themes and everything, just not updating it and stuff?

WordPress is a PHP application, so not a runnable website, no. 

 

WordPress keeps all content in a database, and the PHP "loop" responds to web requests (visitors) by grabbing the content from the database, adding the theme files to it, and sending it out. The pages don't actually exist as files. 

 

You can export the database (self-hosted or wordpress.com), as well as the themes and media (only if self-hosted), but you can only use it to import to another WordPress website.
