Also whats the maximum amount of money you want to spend? You can get by just fine with 600-700$ worth of hardware, but more is obviously going to give you better results and the system will more be likely to last you longer until it will need an upgrade.

No they do, who ever said that is a dumbass........ I won't go into details as to why they work together, except all PCIe devices are compatible with all PCIe capable motherboards, for which Ryzen is most definitely. Not that the RX580 is bad, it's just the GTX 1070 is better (although a rumoured GTX 1070ti is coming) and you could get it for the same price if you swapped the R7 1800X for the R7 1700 and just overclocked it a little.
