Will a hyper cooler 212 evo fit in a mini itx mobo and a corsair 100r case?

PCPartPicker says it doesn't, but I believe it's barely short enough. I believe the Cryorig H7 is a better value, however. 

BOINC Setup:
i5 7200U @ Stock

Core2Duo T6600 @ Stock

i3 2330M @ Stock

i5 3210M @ Stock

Yes, it fits the case. Whether or not it fits your motherboard depends on your socket. 

What motherboard do you have?
